She obtained a Licentiate Degree in Law at Universidad de Costa Rica (1980); she has a specialization in Control Systems in the Public Administration at the School of Law of Universidad de Zaragoza (1989) and a post-graduate degree in Public Law from Universidad de Costa Rica (1996).
For over sixteen years Virginia Villar was an adviser to the General Legal Directorate of the Ministry of Public Works and Transportation (1981-1997), where for several years she was also the Deputy Director. During that term, she worked in the Government Procurement area, especially with Public Works’ Projects management. She was in charge of numerous expropriations and assets acquisitions through public bidding processes. Once working in a private practice, she has been a Public Law adviser to both national and international companies, particularly in bidding processes, funding from international banking institutions, and public works concession projects.
In her legal practice she has advised national and foreign entities, including associations, corporations and chambers, through their activities with the Public Administration.
Virginia Villar has provided legal counseling and training courses for engineers and administrative personnel of different institutions, with an emphasis on the responsibility of public servants and corporations as Government contractors.
