She obtained a Licentiate Degree in Law at Universidad de Costa Rica (1980) with honors; she has a specialization in Control Systems for the Public Administration from the School of Law of Universidad de Zaragoza (1989).
She has specialized in Public Law, particularly in topics related to public contracts, bidding processes, administrative contracts and claims. She worked for the Legal Department of the Ministry of Public Works and Transportation (1978-96) and became the Director of such entity. She has been an advisor to public institutions such as the National Road Safety Council (CONAVI), the Technical Civil Aviation Council (CTAC), and the National Concession Council (CNC) regarding public works and public bidding processes. She has also been an adviser to the German Technical Cooperation Agency GTZ and Banco Internacional de Costa Rica (BICSA).
She was actively involved in the implementation of the management project of the Juan Santamaría International Airport and drafted the terms and conditions of the international public bid of the vehicle technical review concession (RTV) and of the Daniel Oduber International Airport in Liberia.
Furthermore, Dora Wedel has taken part in expropriations proceedings, representing both the Costa Rican Government as well as individuals, mainly regarding land necessary for the construction of public works. She has also been a lecturer in professional formation courses and seminars in the fields of public contracts, public works concession, and government procurement at large.
