Zoila Rosa Volio Pacheco is recognized for her work as Congress Woman of the Republic of Costa Rica in the period 2018-2022 and Vice President of the Legislative Assembly (2019-2020). During her tenure, she was part of the Security and Drug Trafficking Commission, the Plenary Commission II, the Constitutional Consultation Commission, the Government and Administration Commission and the Investigative Commission on Drug Trafficking in the South Zone, among others. Likewise, she presented multiple projects, among which File 21,490 Law to Regulate the Use of the Polygraph to Determine Reliability Traits in Special National Security Teams, File 21,621 Law to Disable Unauthorized Landing Strips and recently approved File 21,388 Law of the Cannabis for Medicinal and Therapeutic use and Hemp for Food and Industrial use.
As an arbitrator and mediator, from 2004 to 2018 she was the Executive Director of the Conciliation and Arbitration Center of the Costa Rican Chamber of Commerce. Previously, she had worked as a legal assistant and throughout that time specialized in international arbitration, being certified in different seminars of the International Chamber of Commerce, the Spanish Arbitration Club and the Central American Convention of Arbitration Centers. In addition, she was a member of the Board of Directors of the International Chamber of Commerce.
In her spare time, she is a Police Force Reservist (2014-current), work that has brought her closer to issues related to the fight against drug trafficking. In this regard, Zoila has developed various seminars and has participated in courses such as Governance at the William J. Perry Center for Hemispheric Defense Studies in the United States of America.
In 2022, Zoila was recognized as one of the 10 most influential women in Costa Rica during 2021 by Petra Magazine.
Education
Zoila has a Law Degree from the Universidad de la Salle (2000, honorable mention) and completed a Summer Program at the American University in International Commercial Arbitration (2014). She also has university studies at the Faculty of Agronomy of the University of Costa Rica (1984, honorable mention), having a degree in Phytotechnics.
